- A splash of water, if needed

- 3 tablespoons all-purpose flour
- 1 teaspoon salt
- ½ teaspoon black pepper
- ½ teaspoon paprika
- 1–2 tablespoons chopped fresh chives or parsley
- Oil, for frying
